The Deepwater Horizon accident of April 20, 2010 and ensuing spill in the Gulf of Mexico challenged 40 years of generally accepted belief that offshore operations could occur safely under existing regulation and oversight. In the new context for offshore development that became evident even in the earliest days after the rig explosion and sinking, Department of the Interior (DOI) Secretary Ken Salazar ordered an immediate review of Federal offshore oil and gas programs. Among the many actions he took was the creation of an Outer Continental Shelf (OCS) Safety Oversight Board (Board), charged with providing recommendations to improve and strengthen DOIńˇ╗s overall management, regulation, and oversight of OCS operations.
