In July 2000, GAO testified on the topic of national strategies related to terrorism and cited concerns over a potential proliferation of overarching national strategies. At that time, GAO stated that there should be only one national strategy to combat terrorism and that additional planning guidance (e.g., at more detailed levels for specific functions) should fall under the one national strategy in a clear hierarchy. This testimony on March 3, 2003, is based upon GAOäó»s body of work over the past 6 years -- much of it related to national strategies and their implementation.
