Towards a U.S. Army Officer Corps Strategy for Success: Retaining Talent

The U.S. Army has devoted billions of dollars to officer undergraduate-level education and training. Since the late 1980s, however, prospects for the Officer Corpsäó» future have had an ever-diminishing return on this investment, as company-grade officer retention rates have plummeted. This leakage includes a large share of high-performing officers, many of them developed via a fully-funded undergraduate education. The Army has responded with unprecedented retention incentives, to include broadly offered cash payments. This report examines how the Army accesses, develops, retains, and employs officer talent. It focuses upon the significant decline in junior officer retention rates since the 1980s and the long-term implications for the Officer Corps. It identifies failed responses to the challenge, provides a theoretical framework upon which to build successful talent retention programs, and makes specific recommendations for restoring rates to previously healthy levels.
