Quadrennial Defense Review Report (2006)

In the 2006 Quadrennial Defense Review (QDR), the Department of Defenseäó»s (DODäó»s) senior leadership sets out where the DOD currently is and the direction they believe it needs to go in fulfilling their responsibilities. The DOD conducted this QDR in the fourth year of a long war that is irregular in its nature. The enemies are not tradtional conventional military forces but rather dispersed, global terrorist networks that exploit Islam to advance radical political aims. The war requires the U.S. military to adopt unconventional and indirect approaches. This QDR defines two fundamental imperatives for the DOD: (1) continuing to reorient DODäó»s capabilities and forces to be more agile in this time of war, to prepare for wider asymmetric challenges and to hedge against uncertinty ove the next 20 years; and (2) implementing enterprise-wide changes to ensure that organizational structures, processes and procedures effectively support its strategic direction.
