In March 2010, the U.S. Army Corps of Engineers - Afghanistan Engineer District - North (USACE-TAN) awarded a $5.7 million firm fixed-price contract to Omran Construction, Consulting and Engineering Co. to design and build facilities at the Imam Sahib Border Police Co. HQ in Kunduz province. Subsequent modifications to the contract increased its total value to $7.3 million. The facility was turned over to the Afghan Border Police on Sept. 3, 2012. The Special Inspector Gen. for Afghanistan Reconsctruction (SIGAR) conducted a site inspection at the facility to determine (1) whether construction was completed in accordance with contract requirements and applicable construction standards and (2) whether facilities were being used as intended and maintained.
