On Aug. 24, 2012, the U.S. Anti-Doping Agency (USADA) announced it had imposed a sanction of lifetime ineligibility and disqualification of competitive results achieved since Aug. 1, 1998, on U.S. athlete Lance Armstrong. His sanction was announced at that time by USADA because he had notified USADA that he was refusing to contest the evidence against him in a hearing before neutral arbitrators. This document sets forth USADAńˇ╗s reasoned decision describing evidence of Mr. Armstrongńˇ╗s rule violations (the ńˇýReasoned DecisionńˇŁ), and is being sent to the Union Cycliste Internat. (UCI), the world Anti-Doping Agency (WADA), and the World Triathlon Corp., the entities with appeal rights relating to the Reasoned Decision. This Reasoned Decision includes a summary of the overwhelming evidence that demonstrates that Mr. Armstrong doped throughout the majority of his professional cycling career. USADA has found proof beyond a reasonable doubt that Lance Armstrong engaged in serial cheating through the use, administration and trafficking of performance enhancing drugs and methods that Armstrong participated in running the U.S. Postal Service Team as a doping conspiracy.
