Accountability Review Board Report on Benghazi (Unclassified)

On September 11-12, 2012, four U.S. government personnel, including Ambassador Christopher Stevens, were killed in Benghazi, Libya. Secretary of State Hillary Rodham Clinton appointed the Accountability Review Board (ARB) to examine the circumstances of these attacks. She asked Ambassador Tom Pickering to be the Chairman and Admiral Michael Mullen the Vice Chairman. This is the unclassified version of the ARBäó»s report. The ARBäó»s specific mandate was not to conduct an investigation into the attacks to find out who the perpetrators were or their motives. That is the statutory role of the FBI and the intelligence community. Rather, the ARB was asked to examine whether the attacks were security related and whether security systems and procedures were adequate and implemented properly, the impact of the availability of information and intelligence, and whether anything else about the attacks might be relevant to appropriate security management of U.S. diplomatic missions around the world. They were also asked to look at whether any U.S. Government employee or contractor breached his or her duty. Basically, the ARB wanted to find the lessons to be learned, better to protect Americans from future attacks. This is a print on demand report.
