Actions to Align Defense Contract Management Agency and Defense Contract Audit Agency Functions

This report evaluates actions taken by Dept. of Defense (DOD) officials to align the Defense Contract Management Agency (DCMA) and the Defense Contract Audit Agency (DCAA) functions by incrreasing the dollar thresholds a contractor proposal must meet before a contracting officer can request a DCAA audit. The report evaluated the factors DOD officials considered in making the decisions as well as controls established to ensure the change in dollar thresholds adequately protects the interest of DOD and the taxpayer. It concludes that the new approach could leave as much as $250 million a year in unjustified costs unrecovered. It states that the Office of Defense Procurement and Acquisition Policy had not performed a ńˇýbusiness case analysisńˇŁ to support the decision to alter DCAAńˇ╗s priorities in choosing contracts to review.
