NASA: Earned Value Management Implementation across Major Spaceflight Projects Is Uneven

The Nat. Aeronautics and Space Admin. (NASA) has a portfolio of 21 major spaceflight projects that are expected to cost $19.4 billion to develop. Historically, NASA has experienced problems with persistent cost growth and schedule slippage in the majority of its major projects. As a result, NASA acquisition management has remained on GAO's high risk list since it was first introduced in 1990. NASA has taken actions to improve in this area, including adopting the use of implemented earned value management (EVM). EVM is a tool developed to help project managers monitor risks. This report examined (1) the extent to which NASA is using EVM to manage its major space flight acquisitions, (2) the challenges that NASA has faced in implementing an effective EVM system, and (3) NASAäó»s efforts to improve its use of EVM.
