Improvement Needed with DoD Single-Bid Program to Increase Effective Competition for Contracts: Audit Report
Jacqueline L. Wicecarver (ed)
The Office of Mngt. and Budget (OMB) identified instances where the Dept. of Defense (DoD) awarded competitive contracts when only a single bid was received as high risk. According to the Office of Federal Procurement Policy, competitions that receive only one bid in response to a solicitation deprive agencies of the ability to compare alternatives and determine afair and reasonable price. In this regard, the Office of the Under Sec. of Defense for Acquisition, Technology, and Logistics (OUSD [AT&L]) also defined instances where DoD awarded contracts using competitive procedures where only a single bid was received, as ineffective competition. The objective of this audit was to determine whether DoD followed applicable guidance when awarding competitive contracts after receiving a single offer. Specifically, the audit reviewed 107 contracts, valued at almost $1.4 billion, 47 contract modifications, valued at $461.3 million, and 83 Broad Agency Agreement (BAA) and Small Business Innovation Research (SBIR) contracts, valued at $96.3 million, to determine whether the Services followed single-bid guidance.
