This report is based on a congressional briefing to examine issues surrounding the Dept. of Homeland Securitys (DHS) regional/field office realignment efforts. It focuses on DHS realignment efforts beginning in 2004, when DHS submitted a report to Congress stating that it would implement a Regional Concept to improve coordination with external partners and integrate internal DHS functions within departmental regions.
