The Dept. of State (Dept.) plays a significant role in implementing the Global Climate Change Initiative (GCCI), which is part of the U.S. foreign assistance strategy to foster a low-carbon future and promote sustainable and resilient societies. The majority of the Dept.äó»s foreign assistance for global climate change is administered through the Bureau of Oceans and International Environmental and Scientific Affairs, Office of Global Change (OES/EGC). From FYs 2006äóñ2010, OES/EGC programmed approx. $214 million for global climate change programs. This audit report determined whether the administration and oversight by OES were sufficient to ensure that contributions toward international climate change efforts were expended in accordance with Dept. policy and were contributing to the U.S. Governmentäó»s global climate change goals. The report found a number of areas that require greater management attention in order to improve OES administration and oversight of climate change programs.
