Evaluation of Department of State Information Security Program

The report of an independent evaluation of the Dept. of State (Dept.) information security programäó»s compliance with Federal laws, regulations, and standards established by the Fed. Info. Security Management Act (FISMA), the Office of Management and Budget (OMB), and the Nat. Institute of Standards and Tech. (NIST). Overall, this report found that the Dept. had implemented an information security program, but it identified weaknesses that significantly impact the information security program controls. If these control weaknesses are exploited, the Dept. could be exposed to additional security breaches. Collectively, these control weaknesses represent a significant deficiency, as defined by the OMB M-11-33, to enterprise-wide security including the Dept.äó»s financial systems. The weakened security controls could adversely affect the confidentiality, integrity, and availability of information and information systems. Further, the Dept. had not taken corrective action to remediate all of the control weaknesses identified in the FY2010 FISMA report. To improve the information security program and to bring the program into compliance with FISMA, OMB, and NIST requirements, the Dept. needs to address control weaknesses identified in this report.
