On Sept. 19, 2008, TransCanada submitted a permit application to the Dept. of State (State) for the Keystone XL oil pipeline, a proposed 1,700-mile pipeline connecting Alberta, Canada, to the U.S. Gulf Coast. As part of the review process, State prepared an environmental impact statement (EIS). The EIS process includes evaluation of the proposed Fed. action and reasonable alternatives; solicitation of input from org. and individuals who could be affected; and the presentation of direct, indirect, and cumulative environmental impacts for public review and comment.
