The Rural Housing Service (RHS), an agency within the U.S. Department of Agriculture (USDA), paid property owners about $1 billion in FY 2011 to help more than 270,000 low-income rural tenants afford rental housing. Each year, some of RHSs rental subsidy payments are improper -- that is, too high or too low.
