Report of the Eleventh Quadriennial Review of Military Compensation

Every four years since 1965, the president directs ńˇýa complete review of the principles and concepts of the compensation system for members of the uniformed services.ńˇŁ This is the 11th Quadriennial Review of Military Compensation (QRMC). It recommends granting the Defense Department (DOD) authority to modify incentive pay for more military members. The reviewńˇ╗s directors developed a model to help determine the effect of incentive pay on staffing and the cost to the Defense budget. Each military service has its own process for incentive pay, and the review recommends that DOD conduct more quantitative analyses. The review also notes that there is a ńˇýmisalignedńˇŁ tax code in DODńˇ╗s compensation structure for combat compensation.
