Evaluation of the Antiterrorism Assistance Program for Countries Under the Bureaus of Near Eastern Affairs and South and Central Asian Affairs
Harold W. Geisel (ed)
In 1983, Congress authorized the Dept. of State Antiterrorism Assistance (ATA) program to enhance the ability of foreign countriesńˇ╗ law enforcement personnel to deter terrorists and terrorist groups from engaging in international terrorist acts such as bombing, kidnapping, assassination, hostage taking, and hijacking. From FYs 2002 through 2010, the Bureau of Diplomatic Securityńˇ╗s Office of Antiterrorism Assistance (DS/T/ATA) and the Bureau of Counterterrorism (CT) have been provided nearly $1.4 billion for ATA programs worldwide, with approx. 65%t of that assistance ($873.3 million) going to programs in North Africa, the Middle East, South Asia, and Central Asia. The primary objectives of this program evaluation were (1) to determine the degree to which ATA programs had achieved their intended outcomes and (2) to assess whether DS/T/ATA provided effective oversight of contracts and U.S. Government-provided equipment.
