This report evaluates various strategies to eliminate the worst forms of child labor, such as bans on child labor, the rescue and rehabilitation of working children, and the provision of income support to the families of working children, and examines some of the issues that arise in the development of such strategies. It also includes some examples of how strategies have been implemented in actual projects in Costa Rica, Nepal and Nicaragua. The report suggests that there is no one strategy or mix of strategies that is appropriate or most cost-effective for addressing all cases of the worst forms of child labor. Rather, strategies need to be designed according to the context in which child labor is found. Critical factors include, but are not limited to, the form of child labor; the wealth of a family or society; societal attitudes toward discrimination, particularly based on gender; and, geography.
