The Special Interagency Task Force on Interrogation and Transfer Policies, created by Executive Order 13491, requested that the Inspectors General (IG) from the DHS, State, and DoD report on the transfers conducted by each agency in reliance on diplomatic assurances of humane treatment of persons transferred to another country. Diplomatic assurances are written documents or communications from a foreign country designed to reduce the risk that an individual removed to that country will face torture.
