The Dept. of Homeland Security's (DHS) Federal Protective Service (FPS) protects over 9,000 federal facilities under the custody and control of the General Services Admin. (GSA). In 2007, FPS adopted an inspector-based workforce approach and indicated it would increase its reliance on state and local law enforcement agencies to respond to incidents at these facilities. These facilities range from facilities of proprietary or concurrent jurisdiction äóî where authority is shared by federal and state and local police äóî to facilities of exclusive jurisdiction, where only federal law enforcement has authority. This report assesses FPSäó»s efforts to collaborate with state and local law enforcement for assistance in responding to incidents at these federal facilities. Tables and figures.
