The record high income earned by growers in recent years has changed the politics of sending taxpayer-supported direct payments to farmers. This report presents an analysis of a proposed safety net for farmers -- a free insur. policy that would cover 70% of average yield and 100% of the market price for the lost crop. At this time, crop and revenue insur. are the most expensive of all federal farm income support programs. This report argues that: (1) the current crop and revenue insur. system is seriously flawed and needs an overhaul; and (2) it is possible to construct a safety net that works for farmers, saves taxpayers billions of dollars and is better for the environment than the current system.
