The GSP program provides non-reciprocal, duty-free tariff treatment to certain products imported from designated beneficiary developing countries (BDCs), The U.S., the EU, and other developed countries have implemented similar programs in order to promote economic growth in developing countries by stimulating their exports. This report presents: (1) a brief history, economic rationale, and legal background leading to the establishment of the GSP; (2) a discussion of the implementation of the GSP by the U.S., along with the debate surrounding its renewal; (3) an analysis of the U.S. programäó»s effectiveness and the positions of various stakeholders; and (4) implications of the expiration of the U.S. program.
