The DoD relies on contractors to perform many functions, which can offer benefits for DoD. However, reliance on contractors can place DoD at risk of contractors performing governmental functions. In 2008, DoD was required to compile and review an annual inventory of contractors working under contracts for services. In Jan. 2011, a report was issued on limitations to DoDäó»s inventory approach. This report assesses: (1) DoDäó»s progress in addressing these limitations; and (2) the extent to which the military departments addressed instances of contractors performing functions identified as inherently governmental during review of their FY 2009 inventories.
