The Coast Guard (CG) is responsible for establishing IOC in response to provisions of the Security and Accountability For Every Port Act of 2006. IOCs are designated to, among other things, share maritime info. with the CGäó»s port partners (other agencies and org. it coordinates with). To facilitate IOCs, the CG is implementing an info.-mgmt. and sharing system called WatchKeeper. This report addresses the extent to which: (1) the CG have implemented IOCs; (2) port partners use WatchKeeper and the CG has facilitated its use to enhance IOC capabilities; and (3) the CG has adhered to established guidance in defining WatchKeeper requirements and its associated cost and schedule.
