Crude Oil Windfall Profit Tax (COWPT) of the 1980s: Implications for Current Energy Policy
Salvatore Lazzari (au)
In April 1980, the fed. goväó»t. enacted the COWPT on the U.S. oil industry. The purpose of the tax was to recoup for the fed. goväó»t. much of the revenue that would have otherwise gone to the oil industry as a result of the decontrol of oil prices. Supporters of the tax viewed this revenue as an unearned and unanticipated windfall caused by high oil prices, which were determined by the OPEC cartel. This report provides an overview and analysis of the COWPT that was in existence from 1980 to 1988. Contents: (1) Background: The Oil Price Control Program; Origins of the COWPT of 1980; Amend. to the COWPT; Repeal of the COWPT; (2) Structure of the Tax; (3) Rationale for the COWPT; (4) Economic Effects. Charts and tables. A print on demand report.
