Aviation Safety: FAA’s Use of Emergency Orders to Revoke or Suspend Operating Certificates
Bonnie Beckett-Hoffmann. The FAA is responsible for examining, testing, & inspecting the compliance of airmen & aviation entities that seek a certificate to operate. When FAA detects violations of the FAR, it can enforce compliance with the regulations. If the FAA determines that immediate action is required, the agency can use an emergency order (EO) to immediately revoke or suspend the operating certificates. This report reviews FAA’s use of EOs during FY1990-1997, & provides information on: the extent to which FAA used EOs; the ways in which changes in FAA’s policies might have affected the agency’s use of EOs; & the time needed for FAA to investigate alleged violations & issue EOs.
