Spinoff or Ripoff?: Technology Transfer at Dept. of Energy National Laboratories: The Development & Commercialization of Micropower Impulse Radar at Lawrence Livermore National Laboratory
George Brown (ed). Since the mid-1980s, Congress has encouraged the Dept. of Energy (DoE) National Laboratories to partner with industry to transfer technology to the private sector. These partnerships have taken the form of Cooperative R&D Agreements (CRADAs) between the Labs & consortia of private companies &/or university, as well as licensing agreements. However, skeptics have expressed concerns about this system & unfair competition by the Labs with the private sector. This report investigates allegations of misconduct surrounding one of the most widely publicized technological developments in DoE history, the Micropower Impulse Radar announced by Lawrence Livermore National Laboratory in 1993.
