The U.S. appeals from certain conclusions on issues of law & certain legal interpretations contained in the Panel Report, U.S.--Standards for Reformulation & Conventional Gasoline,, WT/DS2/R, 29 Jan. 1996. That Panel had been established to consider a dispute between the U.S., on the one hand, & Venezuela, later joined by Brazil, on the other. The dispute related to the implementation by the U.S. of its Clean Air Act of 1990 & to the reg. enacted by the EPA to control toxic & other pollution caused by the combustion of gasoline mfd. or imported into the U.S. This reg. is Part 80 of Title 40 of the CFR, & is referred to as the Gasoline Rule.
