Description
David R. Warren. Reviews issues relating to how sexual orientation (SO) is treated in the security clearance (SC) process for federal civilian & contractor employees. Specific areas reviewed include: (1) whether SCs are currently being denied or revoked based on individuals’ SO; (2) whether SO is being used as a criterion in granting or revoking SCs; & (3) how concealment of SO affects the granting or revoking of SCs. The review was performed at 8 agencies that, except for the CIA, accounted for over 95% of the SCs granted to civilian & contractor employees during FY1993. Did not review SCs at the CIA, DIA, or NSA. Also, it did not include military personnel. Tables.
