This report develops a methodology for implementing a fair but simpler means of evaluating B/C ratios. The literature review led to the adoption of a “Condition Indexing” approach which uses information & relational matrices to develop weighting factors. The results led to the creation of a Visual Basic program called Benefit Evaluation Program for Environmental Mitigation. This program uses “soft” data based on water quality, BMP selection, receiving stream information, & cost to evaluate a list of potential projects.
