The SSA has been troubled with program abuses & mismanagement, increasing SSI overpayment, & SSA’s inability to adequately recover outstanding SSI debt. The SSI program’s vulnerability to fraud & abuse, & the magnitude of overpayments involved, were primary factors in the decision to designate SSI a high-risk program in 1997 & to begin to document the underlying causes of long-standing SSI program problems.
