Supplemental Security Income: Action Needed on Long-Standing Problems Affecting Program Integrity

This report discusses management problems associated with the Social Security Administration’s (SSA) Supplemental Security Income (SSI) program, the nation’s largest cash assistance program for the poor. The SSA has been troubled with program abuses & mismanagement, increasing SSI overpayment, & SSA’s inability to adequately recover outstanding SSI debt. The SSI program’s vulnerability to fraud & abuse, & the magnitude of overpayments involved, were primary factors in the decision to designate SSI a high-risk program in 1997 & to begin to document the underlying causes of long-standing SSI program problems.
