Defense Health Care: DoD Could Improve its Beneficiary Feedback Approaches
Stephen P. Backhus. In 1993, the Dept. of Defense (DoD) began converting the Military Health System (MHS) to a managed care program known as TRICARE. This report reviews (1) whether DoD solicits TRICARE beneficiariesí feedback &, if so, how this is done (such as through surveys) & what the data show; (2) what other means are available to beneficiaries to provide feedback & what such beneficiary-initiated feedback could reveal about TRICAREís success; & (3) how DoDís approaches to obtaining feedback compare with the private sectorís & whether opportunities exist to improve DoDís beneficiary feedback tracking & reporting.
