Since FY1995, in the wake of the bombings of a federal building in Oklahoma City, the World Trade Center, & a U.S. military facility in Saudi Arabia, Congress has provided increased federal funding to help federal law enforcement officials fight terrorism. From FY1995 to 1998, the FBI’s resources to carry out its roles as the lead agency for combating domestic & international terrorism have substantially increased. This report determines the amount of funds that the FBI allocated & obligated for FY1995-1998, & plans for FY1999 for counterterrorism activities. It does not discuss the specifics of the FBI’s classified counterterrorism activities.
