In Feb. 1994 the NIH released preliminary results of clinical trials demonstrating that Zidovudine (ZDV), also known as AZT, can reduce perinatal transmission of HIV by as much as two-thirds when administered to women during pregnancy & delivery & to infants from 6 weeks after birth. Based on qualitative case study data in 6 states & Puerto Rico, this report focuses on the factors affecting health departments, other government agencies, service providers, & women as they responded to the findings & subsequent PHS recommendations on HIV counseling & testing of pregnant women & the implementation of the ZDV regimen.
