Food Stamp Program: Characteristics of Households Affected by Limit on the Shelter Deduction

Provisions in the Food Stamp Program to reduce program expenditures through FY 2002 affects how the income of a household that receives food stamps is considered in determining the dollar value of the monthly benefit. This provision retains a limit on the amount of excess shelter expenses that can be deducted from income of households without elderly or disabled members. This report describes the characteristics of households whose food stamp benefits were reduced because of this limit, & the extent to which benefits would have been higher without a limit.
