Study of the Success Rates of State Community Development Block Grant Economic Development Loans

Since 1981 States have been able to use Community Development Block Grant funds to make grants to small cities & non-metropolitan communities for direct loans to for-profit firms. Such loans can play a useful role in efforts to foster or retain businesses that employ low- & moderate-income persons. This report examines a representative sample of fiscal year 1988 Community Development Block Grant loans in 10 States to assess the extent to which they fulfilled economic development goals.
