Telecommunications: Competition Issues in International Satellite Communications

In recent years, several private companies trying to establish international communications satellite systems have expressed concerns about the existence of competitive disadvantages that inhibit their entry into the market. Because of the interest in fostering competition in telecommunications, this report (1) describes the institutional framework for providing international communications satellite services, (2) identifies elements of that framework that appear to hinder competition, & (3) discusses some of the key options that could resolve the competitive issues identified.
