. The Consumer Price Index (CPI) is the measure of price changes that was used in FY 1995 to adjust for inflation $441 billion in Fed. spending & $595 billion of Fed. tax receipts. This document reports on the opinions of experts to: determine if a change made in the early 1980s to the housing component in the CPI made it either more or less suitable for use as a cost-of-living measurements; & identify the advantages & disadvantages of changing the current measurement of medical care costs to an approach that more closely matches a cost-of-living measure.
