. In 1991, the Commissioner of Customs appointed a “blue ribbon” panel to look into allegations of corruption & mismanagement. The Panel found fundamental weaknesses in Customs Service (CS) management systems as well as a lack of management accountability. The Panel made many recommendations designed to rectify the problems identified. This report reviews CS’ implementation of the Panel’s recommendations, summarizes the problems that led to the creation of the Panel, & presents a categorization of the status of the recommendations made by the Panel.
