. The Congress has become increasingly interested in proposals to reduce the potential fragmentation & duplication that the multitude of categorical programs poses to states & localities. In FY 1993, 578 federal categorical programs with $182 billion in funding provided assistance to states & localities. This report summarizes information on federal block grant programs, assesses the experience of the states operating under them & identifies lessons learned that can be useful to the Congress as it considers creating a new set of block grants.
