Charles Duelfer (ed). Contents: (1) Prewar Movement of WMD Material Out of Iraq: It was unlikely that an official transfer of WMD material from Iraq to Syria took place. Unable to rule out unofficial movement of limited WMD-related materials. (2) Iraqi Detainees: Value to Investigation of Iraq WMD & Current Status: After more than 18 months, the WMD invest. & debriefing of the WMD-related detainees has been exhausted, & there is no further purpose in holding many of these detainees. (3) Residual Proliferation Risks: People: “Brain drain” is an ongoing phenomenon in Iraq today. The danger remains that hostile foreign gov’ts., terrorists or insurgents may seek Iraqi expertise, the subset of individuals who possess the unique WMD skills of proliferation concern is numerically small, although it remains an important concern. (4) Residual Pre-1991 CBW Stocks in Iraq: Small numbers of degraded chemical weapons may still be discovered, which the former Regime mislaid or improperly destroyed prior to 1991, but any remaining chem. munitions in Iraq do not pose a militarily significant threat. (4) Residual Proliferation Risk: Equip. & Materials: In autumn 2004, ISG systematically reviewed available info. on facilities suspected to be assoc. with Iraq’s chemical, biological, or nuclear programs to develop a snapshot of the remaining infrastructure in Iraq & its potential for diversion to WMD use -- either by Iraq or others.
