This report was issued to help Congress make decisions about homeland security based on careful analysis before instituting far reaching changes. Although the idea of the creation of a DHS is sound, Congress should modify key elements of the Pres.’s suggestions. The authors conclude that: strategy must guide organizational change; the DHS should initially focus on border & transportation security, infrastructure protection, & intelligence analysis; good mgmt. must be a top priority; reorg. should reach beyond the Exec. Branch; & White House coord. & leadership remain crucial.
