Religious Freedom (USCIRF) is an independent & bipartisan fed. agency created to monitor religious freedom in other countries & advise the President, Secretary of State & Congress on how best to promote it. The USCIRF conducted a study to advise whether certain legislative changes to asylum, enacted in 1996, were impairing America’s obligation -- & founding tradition -- of offering refuge to those suffering persecution. This Study examined how the new immigration procedure -- known as “Expedited Removal” -- was affecting asylum seekers, regardless of whether or not the claim was based on religion, race, nationality, membership in a particular social group, or political opinion.
