Barriers in Facing Minority- & Women-Owned Businesses in Pennsylvania

In the 1980s & early 1990s, the Supreme Court’s “Croson” & “Adarand” decisions resulted in the dismantling of state & local government-sponsored minority & women business enterprise programs (M/WBEs). Many viewed these programs that used race & gender as factors in awarding contracts as ways to ensure a fair distribution of business opportunities to M/WBEs. There were allegations that M/WBEs continue to encounter practices in Pennsylvania that impede their ability to compete for & carry out contracts successfully. A forum was held in Philadelphia to review data on this issue, & meetings were held with agency representatives. This report is based on information gathered from the forum & follow-up efforts.
