Description
Gregory D. Kutz (au); Robert J. Cramer (au); John J. Ryan (au). Ineffective management & oversight of the DoD’s premium class travel & unused airline tickets (AT) led to concerns about DoD’s overall management of the centrally billed accounts. This report determines whether: (1) DoD improperly reimbursed travelers for AT that DoD paid for using centrally billed accounts; (2) internal controls were effective in preventing issuance of unauthorized AT; & (3) other control weaknesses led to compromised & fraudulently used centrally billed accounts. To prevent DoD from paying for AT twice, this report recommends that DoD evaluate the feasibility of requiring DoD personnel to use individually billed travel cards to purchase AT. Also includes testimony by Gregory Kutz & John Ryan, GAO. Charts & tables.
