The approach focused on controls over 3 areas: processes, people, & systems. Recommendations were directed at immediate actions needed to address weaknesses in these 3 areas currently relied on to provide active duty pay & allowances to mobilized Army Guard soldiers. Also recommends action to ensure that reengineering efforts include the issues identified in this report.
