Starting out as heavily dependent on foreign technol. in the 1960s & 1970s, firms devoted considerable technol. effort & successfully participated in new product development by the 1990s. The structure of the EITI has evolved from a small- & medium-size enterprises into large-firms by the late 1990s, which further facilitated the export orientation of the industry. The government adopted selective industrial policies to overcome the problem of market failure & enhanced systemic coordination & cohesive networking, & thus essentially “made,” rather than “picked,” the winner of the industry.
