DoD Contract Management: Overpayments Continue & Management & Accounting Issues Remain
Gregory D. Kutz. Several reports have been issued highlighting billions of dollars of overpay. to Defense contractors by the DoD. In Dec. 2001, the Congress required a Federal agency with contracts totaling over $500 mill. in a FY to have a program for identifying payment errors & for recovering amounts erroneously paid to contractors. This report determined: (1) whether overpayments & underpayments to contractors have continued, (2) what actions DoD has taken to address payment discrepancies with contractors, & (3) whether the Defense Finance & Accounting Service properly accounts for & collects amounts due from contractors & accounts for amounts the Government owes contractors.
