The univ. did not establish a bus. case for CMS by preparing a feasibility study demonstrating that CMS is a worthwhile expend. of univ. resources. Further, its previous CMS cost projections understated the costs of CMS, most recently projected at $662 mill., including $269 mill. for maintenance & operations, over the now nine-year development & implementation period. Moreover, it has yet to establish a mechanism to adequately monitor overall systemwide CMS costs, nor establish a systemwide funding plan for the project.
