Offices & bus. in the Loop area were evacuated when water was reported in the basements & sub-basements of more than 50 bldgs., & power was shut off as a precaution against further electrical damage & explosion. An Emerg. Oper. Plan & a City response team allowed for the orderly evacuation of 250,000 people from downtown. This illustrated report covers the response phase, the recovery activities which continued for another 3-4 weeks, & the post-disaster mitigation efforts. 14 recommend. were developed to minimize or prevent future losses should a similar disaster occur.
